Main Duties

To lead the organisation’s asset management and compliance function, ensuring housing stock is safe, compliant, well‑maintained and supported by accurate data, robust assurance and effective investment planning. To effectively manage regulatory compliance activities and the procurement/delivery of Prima Group`s investment and major works projects including all decarbonisation and energy efficiency programmes. To procure and manage all estate services and facilities.

Asset Compliance

Accountable for the effective management and assurance of all statutory compliance areas, ensuring that the organisation meets its legal obligations at all times. This includes:

  • Ensuring compliance regimes are in place and effective for gas, electrical safety, fire safety, asbestos, water hygiene, lifts and other statutory inspections

  • Maintaining clear compliance policies, procedures and escalation routes

  • Monitoring compliance performance and addressing any failures, overdue actions or risk exposures immediately

  • Ensuring timely remedial works are instructed and tracked to completion

  • Ensuring delivery arrangements operate effectively and safely.

Building Safety & Risk

Play a key role in building safety assurance, ensuring that risks relating to the built environment are identified, assessed and controlled. This includes:

  • Supporting the organisation’s building safety framework, including higher‑risk buildings where applicable

  • Ensuring building‑related risks are captured, assessed and mitigated through appropriate actions

  • Maintaining accurate safety cases, risk registers and assurance documentation

  • Supporting regulatory inspections and providing evidence of compliance and control

  • Ensuring a robust, auditable trail of assurance.

Asset Data & Intelligence

Accountable for the integrity, completeness and effective use of asset and compliance data. This includes:

  • Maintaining accurate stock condition, component and compliance records

  • Managing stock condition surveys and validation exercises

  • Ensuring systems are updated, reliable and support decision‑making

  • Using data to identify trends, emerging risks and investment priorities

  • Ensuring data underpins compliance confidence and long‑term asset planning.

Planned Investment & Strategy Support

Overall responsibility for developing and maintaining evidence‑based investment plans that support safe, sustainable and value‑for‑money homes. This includes:

  • Developing component lifecycle models and forward investment profiles

  • Prioritising investment based on condition, risk, compliance and strategic objectives

  • Supporting the preparation of capital and planned maintenance programmes

  • Ensuring alignment with Decent Homes, sustainability and future regulatory standards

  • Prioritising investment managing capital delivery.

Commissioning & Oversight of Compliance Delivery

Commission, manage and oversee delivery partners for compliance‑related works and inspections. This includes:

  • Managing specialist compliance contractors and consultants

  • Monitoring contractor performance against specifications, standards and timescales

  • Ensuring appropriate competence, accreditation and assurance are in place

  • Addressing underperformance, non‑compliance or risk through formal action

Governance, Assurance & Audit

Ensure that asset compliance and investment activity is supported by strong governance and assurance arrangements. This includes:

  • Producing accurate compliance and risk reports for senior management and Board

  • Supporting internal and external audits

  • Ensuring audit recommendations are implemented and tracked

  • Maintaining evidence packs for regulatory scrutiny

Collaboration with Repairs & DLO

Work closely with the Repairs Manager and DLO Manager to ensure:

  • Compliance works are coordinated effectively with responsive and cyclical repairs

  • Asset‑related risks are understood and addressed operationally

  • Clear boundaries are maintained between client oversight and delivery

Financial Management & Value for Money

Contribute to asset‑related financial planning by:

  • Developing cost models and budget forecasts for compliance and planned works

  • Monitoring expenditure against plans

  • Supporting value‑for‑money assessments and investment decisions

  • Identifying efficiencies, risk reduction opportunities and long‑term savings

Continuous Improvement & Future Readiness

Ensure the asset function remains resilient and future‑ready by:

  • Reviewing emerging legislation, regulation and sector best practice

  • Identifying gaps in compliance, data or assurance

  • Supporting service improvement, innovation and sustainability initiatives

  • Improving asset resilience, safety and long‑term performance

Skills & Competencies for the role:  

  • Experience at Senior Surveyor level in a housing association, not for profit or public sector organisation.

  • Experience in managing asset health & safety legal compliance functions.

    • Asbestos Management

    • Fire Risk Assessment

    • Gas Servicing

    • Legionella

    • Electrical testing

  • Experience of responsive repairs and the use of schedule of rates.

  • Experience of project managing housing stock investment programmes including decarbonisation works.

  • Experience of budget management and control

  • Knowledge of modern procurement methods and recognised forms of contract.

  • Experienced in the use of asset management ICT software systems.

  • Experience of managing contractors, consultants and specialist providers.

  • Management experience of presenting and reporting to Senior Management Team, Board of Management or similar is preferred.

  • Experience of analysing stock condition data to produce short- and long-term investment plans.

  • Knowledge of the strategic asset management appraisal and investment planning process would be useful.

Essential:

  • Degree level qualification or equivalent in a surveying or construction related field.

  • Recognised asset compliance and statutory safety training, covering asset compliance e.g. NEBOSH, IOSH.

  • Evidence of continuing professional development

  • Must hold, or be willing to work towards, a Level 4 or Level 5 housing-related qualification (or equivalent) that meets the requirements of the Competence and Conduct Standard
